Valuable summary of Sri Krishna Report on Telengana issue

Keeping the State united by simultaneously providing certain
definite Constitutional/Statutory measures for socio-economic
development and political empowerment of Telangana region –
creation of a statutorily empowered Telangana Regional
Council

The above option is the best according to Sri Krishna commission as development and welfare of all three sections of people is taken in to consideration. This decision also taken from country’s perspective. It says Telengana has seen healthy progress since the state formed. It says the growth rate of Telengana surpassed the Andhra region in some cases. On the flip side it says there is some substance in the grievances of Telengana public such as share in public employment and development of irrigation and educational facilities. It also said a separate state may not necessarily assure guaranteed and automatic access to the government jobs water education etc as promised by Telengana leaders

Sri Krishna commission hopes it sincerely satisfied the large number of people by this option. . It tried to look in to the root causes of the issue and solve them by the development of Telengana by forming regional councils and giving them adequate funds. These councils will deal the subjects like Planning and Economic development, Water and irrigation, Health, Education and Public administration.


Even though, Sri Krishna committee plan to satisfy the development needs of Telengana but it could not satisfy the emotional feelings in the first option. It says the demand for separate state is not completely unjustifiable. As a second option, the state can be divided by in to two keeping the Telengana people’s emotions in mind. It says "Separation is recommended only in case it is unavoidable and if this
decision can be reached amicably amongst all the three regions."


Negative Implications on formation of Telengana state:

 There would be immediate serious and violent agitations in the coastal Andhra and Rayalaseema regions. The key issues are Hyderabad and sharing of water and irrigation resources. It is important to note people from different parts of Andhra Pradesh are emotionally attached to Hyderabad and they all played equal role in the growth of capital.

 There would be pressure on political leaders of different parties to resign and fight for united Andhra Pradesh

 There agitation of separate state of Rayalaseema from coastal Andhra may also start shape sooner than expected

 The apprehensions of the people of Andhra and Telengana people continued to be voiced even though water and irrigation resources can be handled by creating autonomous and semi autonomous bodies

 Anticipated growth of Religious fundamentalism and naxalism

 This would create a demand for a greater number of smaller states resulting in problems of coordination and management

 A variety of local entry taxes and cess may impede free trade and enhance cost of business and increase prices of goods and services. Such kind of taxes and local laws would inhibit the economic growth of the both newly formed states. Overall economic viability of Telangana with Hyderabad would be stable


As said by Sri Krishna committee, “However, given the long-standing history of the demand for a separate state, the deep penetration of the sense of grievance and the widespread emotion around the issue, unless genuine steps are taken to address both real and perceived disparities, the demand is unlikely to go away permanently even if it is subdued temporarily.”

MY CONCLUSION:
It is very important for the Government of Andhra Pradesh and India to successful establish the regional councils and give them necessary funds for overall growth of Telengana. The directives should be completely fulfilled and should not be left like gentleman’s agreement. It is also important to take necessary steps for the growth of Rayalseema, which is the least developed part in all the three regions.
